Abstract (en)
Contemporary urbanization trends have positioned cities as key actors in environmental protection and achieving sustainable development. The focus of the dissertation revolves around the development of an innovative model for evaluating environmental protection performance in the public utilities sector. The created model integrates key performance indicators and innovative environmental protection measures to analyze the contribution of public utilities to environmental protection. The methodological framework of the model is presented as the Public Utility Environmental Performance Index (PUEPI). PUEPI analyzes local performance in five key areas: water supply, sewage, waste management, other communal activities, and applied innovative measures. Model validation was conducted on a sample of 28 cities in the Republic of Serbia during the period 2016-2020. SPSS 26.0 was used for descriptive statistics, Expert Choice 11 for assigning weight coefficients, and SmartPLS 4.0 for regression and correlation analysis between performance indicators and innovative measures. Cities are ranked based on the PUEPI index and classified into five qualitative categories, thus evaluating the local environmental protection performance.
