Abstract (en)
The modern way of investing requires that any intervention on infrastructural
facilities should be analyzed through a feasibility study. By itself, any such study must
include an analysis of the functional evaluation and analysis of the economic evaluation
of the intervention.
The aim of this work is to define the reference values for the decision making in
the analysis of the functional evaluation, when constructing the new or reconstructing
the existing structures.
The functional evaluation should answer the question if there is a need to
undertake appropriate technical measures on the existing network in order to improve
the traffic flow, and also to define the criteria in the design phase of general and
preliminary designs of reconstruction or the construction of new roads: what capacity
reserve at a certain level of service, should be left for servicing the growing traffic after
the planned service life period.
The criteria for functional evaluation are formed on the basis of the values of
operating speed Ve and the time delay VZ of operating speed compared to the free flow
speed in ideal conditions of road and traffic, and also based on the flow and capacity
ratio q/C.

“Data exchange” service offers individual users metadata transfer in several different formats. Citation formats are offered for transfers in texts as for the transfer into internet pages. Citation formats include permanent links that guarantee access to cited sources. For use are commonly structured metadata schemes : Dublin Core xml and ETUB-MS xml, local adaptation of international ETD-MS scheme intended for use in academic documents.
